From 1 October 2026 service replies are charged at the utility rate after 1,000 free per business number per month. Meta fees only; your provider may add its own.
How WhatsApp API pricing works in 2026
Since 1 July 2025 Meta charges the WhatsApp Business API per delivered template message, not per conversation. Three things set the price:
- The template category: marketing, utility or authentication. Marketing is the most expensive everywhere.
- The recipient's country, read from their phone number's country code. You pay the Indian rate for a +91 number even if your business is in Dubai.
- Your monthly volume, for utility and authentication only. Meta gives tiered discounts on those as volume grows. Marketing has no volume discount.
This is Meta's fee. The provider you connect through (a BSP such as Twilio, Wati, Gupshup or an agency like us) may add a markup per message or charge a platform fee on top. Always ask which.
What changes on 1 October 2026
- Service messages stop being free. Your free-form replies inside the 24-hour customer service window are charged at the utility rate, after 1,000 free service messages per business phone number per month.
- Utility templates inside an open window are charged too. Until 30 September they are free inside the window.
- Some marketing rates go up:
- United Arab Emirates: $0.0499 to $0.0576
- Mexico: $0.0305 to $0.0397
- Saudi Arabia: $0.0501 to $0.0576
- Rest of Asia Pacific (region): $0.0732 to $0.0842
- Rest of Middle East (region): $0.0341 to $0.0392
New standalone markets from 1 October, with their own rates instead of a regional one: Bangladesh, Iraq, Kuwait, Kazakhstan, Sri Lanka, Morocco, Nepal, Oman, Ukraine.

WhatsApp Business API pricing in India
India is one of the cheapest markets on Meta's card: about $0.0118 per marketing message and $0.0014 per utility or authentication message, before any provider markup. In rupees that is well under ₹1.5 per marketing message at current exchange rates. The catch in India is not Meta's price but the provider layer, where per-message markups and monthly plan fees vary a lot. Compare them on the same volume.
WhatsApp API pricing in the US
Numbers with the +1 country code (US and Canada) are billed at Meta's North America rate. But since April 2025 Meta has paused marketing templates to US +1 numbers, so the marketing price there is mostly theoretical: utility, authentication and service messages still go through. How to pay less for WhatsApp messages
- Let customers start the chat. Chats that begin from a click to WhatsApp ad or a Facebook Page button open a 72-hour window in which all your messages are free.
- Keep utility templates clean. One promotional line and Meta reclassifies the template as marketing, often at 3 to 10 times the price. Check yours with the template checker.
- Answer inside the window. Replying within 24 hours of the customer's last message means no template is needed at all.
- Clean the list before a broadcast. Wrong numbers still cost you in blocks and quality rating. Use the number list cleaner.

How much does the WhatsApp Business API cost?
Meta charges per delivered template message, based on the category and the recipient's country. From 1 October 2026 a marketing message costs about $0.0576 in the UAE, $0.0118 in India and $0.0625 in Brazil, with utility and authentication much cheaper. Providers may add their own fees on top.
Is the WhatsApp Business API free?
Setting up the API costs nothing with Meta, and messages inside a 72-hour window opened by a click to WhatsApp ad are free. Template messages are charged per delivery, and from 1 October 2026 service replies are charged after 1,000 free per number per month.
What is Meta's WhatsApp pricing model?
