In business setup, AI answers price questions with exact figures. Claude with live search named at least one firm or free zone in 48 of 50 answers, and price questions came back with AED amounts from the pages it found. The cheapest free zone answer led with Ajman NuVenture Free Zone, a former Adjoltz pilot client, at its AED 4,888 starting price. Another free zone, IFZA, was quoted at AED 12,900 in English and "from 6,900" in Arabic. Whatever price a page publishes is the price AI repeats.
Both assistants named Shuraa Business Setup most: 14 of 50 live answers, and 24 of the 37 Gemini answered from memory. After that they split. From memory, Gemini named Decisive Zone in 18 answers and Virtuzone in 15; live search named Decisive Zone in none and Virtuzone in 3.
Arabic is where it goes wrong. On 6 of 9 Arabic PRO questions, live search read مندوب as a delivery courier and named delivery or cleaning firms. English Wikipedia filled 19.5% of the Arabic citations, and two Arabic answers drifted to Saudi firms.
What we asked
50 questions in founders' own words, across Dubai, Abu Dhabi, Sharjah and Ajman. The 25 English questions are tagged by intent: 17 compare, 5 specific, 2 price and 1 trust. The 25 Arabic questions cover the same ground and are tagged "mixed". Gemini answered 37: 13 English questions (q158 to q170) went unanswered when the free tier hit its daily limit. Who AI named
Free zones count here, because they are what the founder is choosing. We joined English and Arabic spellings of the same name (Shuraa and الشورى count as one), so some counts are higher than a count of exact spellings in the data file. Gemini's counts are out of the 37 questions it answered.

Shuraa was named first in 8 of Claude's answers and in 8 of Gemini's. Its own site was the most cited business site in the category: 24 citations in 18 answers, 23 of the 24 in Arabic answers, including its Arabic list of the "12 best business setup consultants in Dubai". The rest of the memory list is a short list of the same consultancies; live search spread across many firms with pages for one area or one service. By our matching, the two lenses shared at least one name on 14 of the 34 questions both answered with names. Gemini also spelled Decisive Zone five different ways in Arabic.
Not a ranking. This is what two AI assistants said on one day, 21 October 2026. It is not our ranking, a review or an endorsement of any firm or free zone. A firm missing here may still be excellent, and the lists change between assistants and over time.

Three lessons. First, SHAMS was quoted at the same AED 5,750 in both languages and by both assistants: one number, repeated. Second, IFZA was quoted three ways, so a reader cannot tell which is current. Third, none of the 9 pages cited for the cheapest free zone question was a free zone's own site; all were "cheapest free zones" articles on consultancy and service sites. Prices travel through other people's lists.

Where the answers came from
Claude cited 9.12 pages per answer, 456 in all. By type, 80.0% were business and other websites, 12.7% Wikipedia, 3.3% directories, 1.1% social media, 1.1% review platforms, 0.9% news and 0.9% government. The real government pages were Ajman Free Zone's FAQ, Dubai DED's e-services and u.ae, each cited once, all in Arabic answers; the fourth page our filter counted as government was a directory.

The source list is wide: no site apart from Wikipedia and Shuraa passed 7 citations. That makes this category open to any firm with clear pages per question, especially in Arabic, where the gap was filled with Wikipedia and off-topic sites.

Only 77.0% of Claude's Arabic citations were Arabic pages; in dental, legal and aesthetics it was over 95%. Setup firms have fewer Arabic pages, so the assistant reached for English Wikipedia. The drift, question by question:

"business setup dubai" is the biggest search in our five industries, and the most seasonal: 22,200 searches in January 2026 against 4,400 in August 2026. At the top of its range, 100 clicks cost AED 5,371; on "free zone company setup" they cost up to AED 12,872. What a business setup firm should do
- Publish exact, dated prices. One cost page per package (0, 1, 2 and 3 visas), what it includes, what costs extra, and the date you last checked it. Answers quoted AED figures to the dirham.
- Keep the number the same everywhere. SHAMS was quoted at one price in both languages; IFZA at three. Update your own pages, your free zone partner listings and the outside articles you can reach at the same time.
- Get onto the comparison lists. The cheapest free zone answer was built entirely from "cheapest free zones" articles on other businesses' sites. Being on those lists with your real price is how you get quoted.
- Write the Arabic pages AI could not find. Arabic answers used Wikipedia and off-topic sites. Write PRO as مندوب علاقات عامة لتخليص المعاملات الحكومية, not just مندوب, and fix one Arabic spelling of your brand.
- Name the area with its emirate. Business Bay, Dubai and النهدة، دبي, so answers do not drift to Riyadh. In English, write Jumeirah Village Circle (JVC) in full.

Method and limits. 50 business setup questions (25 English, 25 Arabic), each asked once on 21 October 2026. Lens 1: Claude with Anthropic's live web search tool, all 50 answered, 456 citations saved; the search runs on a US-based index. Lens 2: Gemini Flash-Lite through the Gemini API, without live search, 37 answered; 13 English questions are missing because of the free tier's daily limit. Every recommended firm and free zone was listed with one rule set; directories, government bodies and named individuals were left out. Prices are what the answers said; we did not check them.
