ChatGPT ads are paid, labelled boxes that appear below ChatGPT's answer when a business's offer fits the conversation. OpenAI started testing them in the US on 9 February 2026 and, on 21 October 2026, said they were available in 89 countries. Its availability page lists the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman for self-service buying.
An ad never changes the answer. OpenAI says ads run on separate systems and "do not influence" what ChatGPT says. So ads buy a labelled spot next to the answer, and AI SEO is how you get named inside it. The strongest position is both, if your industry is allowed to advertise. Many Gulf clinics, law firms and finance firms are not, yet.
What a ChatGPT ad is, and what it is not
Ask ChatGPT for help planning a renovation and, below its answer, you may see a box marked as sponsored. OpenAI's help center says each ad has the advertiser's name, its logo, a headline, a short description, an image and a link to a landing page. You see one ad unit at a time, below the response. Since October 2026, OpenAI has also been testing a picture ad that shows while ChatGPT is generating an image, starting in the US.
An ad is
- A labelled box below the answer, separate from it
- Chosen by an auction that weighs relevance and your bid
- Matched to the topic of the current chat, and to past chats and memory if the user allows ad personalisation
- Paid per 1,000 views or per click, never per conversion
- Shown only to Free and Go users
An ad is not
- A mention in the answer. OpenAI says advertisers "have no ability to shape, rank, or alter ChatGPT's responses"
- An endorsement. OpenAI says seeing an ad "doesn't mean OpenAI endorses or recommends the advertiser"
- A keyword buy. Your "context hints" guide matching but "are not exact-match keywords"
- A view of the user's chat. Advertisers get only totals such as views and clicks
One detail surprises people. By default, ChatGPT cannot see the ads it shows. A user has to tap the ad's menu and choose "Ask ChatGPT" to discuss it, and OpenAI says advertisers do not influence what ChatGPT then says about the ad. So you cannot buy an ad and expect the answer above it to praise you.
Who sees ChatGPT ads, and who never does
| User | Sees ads? | What OpenAI says |
|---|---|---|
| Free plan | Yes, where ads are live | Can switch to an ads-free mode with fewer messages and no image generation or deep research |
| Go plan (USD 8 a month in the US) | Yes | Go is the low-cost tier, available everywhere ChatGPT is |
| Logged-out users | Yes | Only ads "appropriate for all audiences" |
| Plus, Pro, Business, Enterprise, Edu | No | "Will not have ads" |
| Under 18 | No | Based on stated age and age prediction "where available" |
| Temporary Chats | No | "Temporary Chats will not show ads" |
This matters for who you reach. Many business owners and managers pay for Plus or a Business plan, so they will not see your ad. Ads reach the much larger group of free and low-cost users, which suits consumer offers better than high-end B2B deals.
Why now: the case for paying attention this year
The audience is already there
OpenAI says 1.2 billion people use ChatGPT every week. In the UAE, Microsoft's AI Diffusion Report for Q2 2026 puts generative AI use at 73.3% of working-age people, the highest rate of any country it measured, against 33.0% in the US. A Gulf buyer who asks ChatGPT "which pest control company in Dubai is good for a villa?" is doing exactly what a Google searcher does, with more detail.
The question carries more intent than a keyword
On Google, a person types "pest control Dubai". In ChatGPT, they explain the villa, the cockroaches, the budget and the deadline. OpenAI's own pitch to advertisers is that people "explain what they want to accomplish, what matters to them, and the constraints they face." That context is what decides which ad shows. A plumber's ad that says "after-hours plumbing in [city] with a fixed call-out fee" can match a 2 a.m. leak story even if the user never typed "plumber".
The Gulf is open to advertisers
On 31 August 2026, OpenAI said self-service buying through Ads Manager was launching "across India, Europe, the Middle East, and North Africa." When we read OpenAI's availability page on 22 October 2026, all six Gulf states were listed as available, along with Egypt, Jordan, Iraq, Lebanon, Morocco, Tunisia and Algeria. There is one condition: "the legal entity that will advertise and be billed must be based in a country listed as available."
Prices have moved fast, and are not fixed yet
At launch, the trade press reported a USD 60 cost per 1,000 views and a minimum commitment of around USD 200,000, which OpenAI confirmed to Adweek. By April 2026, PPC Land, citing Digiday, reported views selling for as little as USD 25 per 1,000, and the minimum had dropped. Today, anyone in a listed country can start with AED 65 a day. We cannot promise that early buyers pay less than later ones: prices come from an auction, and no source we found proves an early-mover discount. What is true is that the platform is new, many of your competitors have not tried it, and you can learn on a small budget now.
What you can and cannot advertise
This is the part most agency pages leave out, and for the Gulf it decides everything. OpenAI's ad policies say that in this early phase, ads are mostly limited to "household and consumer goods, local services, travel and entertainment, and digital products and education." Outside the US, the rules are tighter than inside it:
| Category | US | UAE, Saudi Arabia and other countries |
|---|---|---|
| Legal services | Allowed if licensed where the ad shows | "Currently prohibited" |
| Health services (hospitals, clinics, testing) | Some, case by case, for approved advertisers | "Generally prohibited" |
| Minimally invasive cosmetic procedures | Allowed | Not allowed |
| Dietary supplements | Allowed | Not allowed |
| Health software | Allowed | Allowed |
| Deposit accounts, insurance, auto loans | Allowed | Select approved advertisers only |
| Personal loans, payments, crypto, BNPL | Select approved advertisers only | Not allowed |
| Financial software | Allowed | Allowed |
| Single property or job listings | Prohibited | Prohibited (you may link to a listings platform) |
| Alcohol, tobacco, gambling, dating, political ads | Not allowed | Not allowed |
Sources: OpenAI ad policies (updated 10 September 2026) and OpenAI's policy eligibility table, read 22 October 2026. OpenAI also says that "a registered or licensed business is not automatically eligible" for every category or market.
What this means in Dubai and Riyadh: a dental clinic, an aesthetic clinic, a law firm or a lender cannot run ChatGPT ads there today. For them, the only way into ChatGPT is to be named in the answer, which is AI SEO. A villa painter, a car detailer, a hotel, an online shop, a tutoring centre or a software company can test ads now.
Who should test ChatGPT ads first
Good candidates have three things: an allowed category, buyers who ask ChatGPT for advice before they buy, and a landing page that answers the question.
E-commerce
Product questions ("best stroller for Dubai heat") are what the ads were built for. OpenAI supports product feeds, and its help center explains how to connect a Shopify store.
Home and local services
Cleaning, pest control, AC servicing, moving, painting. OpenAI's own example of a good hint is a local plumber with a fixed call-out fee.
Travel, hotels and experiences
Trip planning is long, detailed and comparative, which gives the ad system plenty of context.
Education and courses
Training centres, language schools and online courses sit in an allowed category in every market.
Software (SaaS)
"Which tool should I use for X" is a classic ChatGPT question. Note that many paying professionals use Plus and will not see ads.
Retail and car services
Showrooms, tyre and service centres, detailing. Check the landing page carries no restricted finance offer.
Who should wait: clinics, law firms and finance firms outside the US (not allowed), businesses with no page that answers the buyer's real question, and anyone whose budget cannot cover a few weeks of testing without needing a quick win.
Risks and limits, said plainly
- It is a beta. OpenAI's FAQ says delivery systems, formats and buying tools will change, and that "delivery and spend" can "fluctuate during the beta."
- There are no benchmarks. OpenAI says ChatGPT Ads "does not yet have performance benchmarks across advertisers, industries, or campaign types." Anyone quoting you a typical cost per lead is guessing.
- Reports run late. Views and clicks refresh about every 15 minutes, but spend can lag 7 to 8 hours, so a zero on screen does not mean nothing was spent.
- Conversion numbers include estimates. OpenAI may add "modeled conversions" to its totals, and its numbers will not match your analytics exactly. OpenAI says the difference "does not necessarily indicate an error."
- New accounts start at home. Some new self-serve accounts can advertise only in their own country until identity checks pass and they have spent enough there. A UAE company planning to reach Saudi buyers should expect to start with the UAE.
- Approval is not guaranteed. Business checks can take up to 7 business days, and OpenAI keeps the right to decline ads "for any reason."
- The paying audience is missing. Plus, Pro and Business users see no ads at all.
- Arabic is not documented. OpenAI says an ad's language is chosen using location, language settings and the conversation's language, but it publishes no list of supported ad languages. We test Arabic ads separately and judge them on their own data.
How ChatGPT ads fit with AI SEO
Picture one buyer asking, in Arabic, for a reliable AC maintenance company in Sharjah. Two things can put your name on that screen:
Organic: AI SEO
- Your business is named inside the answer
- Earned through your pages, listings, reviews and the lists ChatGPT reads
- No cost per click, and Plus and Pro users see it too
- Slow to build, and never guaranteed
Paid: ChatGPT ads
- A labelled box below the answer
- Bought through an auction, live within days of approval
- Only Free and Go users see it, and you pay for every click or view
- Not possible at all in some categories outside the US
They also help each other. A good landing page is the core of both: OpenAI's ad guidance asks for the page "most relevant" to the ad, not a generic homepage, and that same page is what ChatGPT reads and cites in organic answers. And the conversations where your ad wins show you which questions buyers ask, which tells you which organic pages to write next.
What our own data adds: in our UAE study of 500 buyer questions (21 October 2026), the AI assistants we tested named at least one business in 92% or more of their answers, usually four or five, but the lists changed a lot between tools and runs. Being named is winnable, but no one owns the answer. An ad gives you a steady, if labelled, presence while the organic work builds.
The numbers that matter

| 89 countries | Where ChatGPT Ads is available, from 21 Oct 2026 | OpenAI |
| AED 65, SAR 50, QAR 60, USD 25 | Minimum daily budget by billing currency | OpenAI Help Center |
| USD 3 to 5 | Starting maximum bid per click that OpenAI recommends | OpenAI Help Center |
| 25,000 | Matched users needed to target a custom audience (exclusions can be smaller) | OpenAI Help Center |
| 15.3% lower | WeightWatchers' cost per acquisition on ChatGPT Ads against its blended paid search benchmark, per DV Rockerbox | Published by OpenAI, 5 Oct 2026 |

| 3x | Return on ad spend over 28 days for one unnamed e-commerce advertiser | OpenAI, 31 Aug 2026 |
Read the last three with care. They are success stories that OpenAI chose to publish, from its own measurement partners, not independent averages. Your results will depend on your category, your offer and your landing page.
What we would do for you
We start with the free AI check: we ask ChatGPT the questions your buyers ask and show you where you are named and where you are not. On a call, we then tell you whether your category is allowed to advertise in your market and whether ads, AI SEO or both make sense. If you go ahead, ChatGPT ads management is part of our Authority plan (AED 16,000 or USD 4,399 a month, month to month, no setup fee). Ad spend is extra and paid to OpenAI directly. The full how-to, and what we run week by week, is on our ChatGPT ads management page.
What we don't promise
- We don't promise any cost per click, cost per lead or return. OpenAI itself publishes no benchmarks.
- We can't make an ad change ChatGPT's answer, and nobody can.
- We are not an OpenAI partner and have no special access. We use the same Ads Manager any business can use.
- We can't get a prohibited category approved.
