What the cleaner does, and what it does not

It reads every number you paste or upload, strips spaces, dashes, brackets and dots, and rewrites each one in full international format: country code first, no leading zero, no plus, no 00. A UAE number typed as 050 123 4567, +971 50 123 4567 or 00971501234567 becomes 971501234567. Numbers with no country code get the default country you pick. Duplicates are removed after formatting, so 0501234567 and +971501234567 count as the same contact.

It then flags anything that looks wrong: too short, too long, or a UAE landline. You get a clean CSV plus a list of the rows it set aside, so you can fix them by hand rather than lose them.

What it does not do: check whether a number has WhatsApp. No honest free tool can, because WhatsApp does not offer a public lookup. Some "WhatsApp number checker" sites log into a personal account and test numbers one by one, which breaks WhatsApp's terms and gets accounts banned. You find out who is on WhatsApp when you send through the API: numbers that are not on WhatsApp come back as undeliverable (error 131026 in Meta's docs).

Why list hygiene protects your quality rating

Every WhatsApp Business API number has a quality rating. Meta sets it mainly from how recipients react to your recent messages: blocks, reports and similar negative feedback. A low rating can hold back or cut your messaging limit (250, 2,000, 10,000, 100,000 or unlimited business-initiated conversations per 24 hours).

A malformed number usually just fails. The damage comes from what bad formatting hides. A list full of duplicates means some people get the same promotion twice, and a second identical message is a reliable way to earn a block. A list with numbers in the wrong country format can reach the wrong person entirely. And a list nobody has cleaned is usually a list nobody has checked for consent either. Cleaning a list does not make it opted-in

This is the part people skip. A perfectly formatted list of people who never agreed to hear from you on WhatsApp is still a list you should not send marketing to. Meta requires opt-in for business-initiated messages, and the recipients who did not expect you are the ones who block and report. Free app broadcast lists vs the API

If you are on the free WhatsApp Business app, a broadcast list holds at most 256 contacts, and only people who have saved your number in their phone receive it. Everyone else silently gets nothing. A clean CSV does not change that rule. The WhatsApp Business API has no 256 cap and no saved-contact requirement: you send approved templates to opted-in contacts, within your messaging limit, and Meta charges per delivered template (UAE marketing messages cost roughly AED 0.183 each, set by Meta, approximate). Plus sign or no plus sign

The export uses digits only (971501234567), which is what most broadcast platforms and wa.me links expect. If you are calling Meta's Cloud API directly, note that Meta's own docs recommend sending the recipient number with a plus sign and country code. Without the plus, the API may prepend your business number's country code and send to the wrong number. Check your platform's import format before you upload.

Excel traps that break phone numbers

• Scientific notation. Open a CSV of 12-digit numbers in Excel and it may show 9.71502E+11. Save it like that and the real digits are gone for good. Format the column as Text before pasting, or import the file through Data, From Text/CSV and set the column type to Text.
• Leading zeros stripped. Excel treats 0501234567 as a number and drops the zero, leaving 501234567. This cleaner handles that case for UAE numbers (nine digits starting with 5), but other countries may be ambiguous.
• 15-digit precision. Excel keeps only 15 significant digits. Long numbers with extra junk digits get silently rounded.
• Several numbers in one cell. "050 111 2222 / 055 333 4444" is common in CRM exports. The cleaner flags these as invalid length; split them first.

UAE mobiles vs landlines

UAE mobile numbers are 05X plus seven digits: 050, 054 and 056 were issued to Etisalat (e&), 052 and 055 to du, and 053 and 058 are used by Virgin Mobile and du. Mobile number portability means the prefix no longer tells you the current operator, which does not matter for WhatsApp. Landlines start with an area code: 02 Abu Dhabi, 03 Al Ain, 04 Dubai, 06 Sharjah, Ajman and Umm Al Quwain, 07 Ras Al Khaimah, 09 Fujairah.

The cleaner marks landlines as "probably landline, check" rather than deleting them. Most landlines are not on WhatsApp, but a business can register a landline on the WhatsApp Business app using voice-call verification, so a supplier's 04 number might be real. Toll-free (800) and shared-cost (600) numbers are flagged the same way.

GCC number formats

Qatar, Kuwait, Bahrain and Oman have no trunk zero, so a local number is simply the eight digits. The international standard (ITU E.164) caps any full number at 15 digits including the country code. Example numbers are illustrative.
