WhatsApp Business Calling API: the honest UAE answer

Meta's WhatsApp calling API is real and live. Whether a call to a customer in the UAE actually connects is a separate question, and nobody can promise you the answer.

Short version. The WhatsApp Business Calling API has been generally available since July 2025. Customer-initiated calls are free; business-initiated calls need the customer's permission and are billed by Meta per six-second pulse. Meta's docs do not exclude the UAE, but WhatsApp calls are restricted under TDRA VoIP rules as of 2026, so test with real UAE numbers before relying on it. For UAE customers, run the conversation in messages and use a phone number button or booked callback for voice.

Meta's WhatsApp Business Calling API lets a business receive and place WhatsApp voice calls through the same Cloud API it uses for messages. The calls land in your own software, contact centre or AI voice agent, and they sit in the same chat thread as the messages. Meta made it generally available on 1 July 2025, the same day per-message pricing started. Everything below reflects Meta's developer documentation at the time of writing (September 2026). Meta changes these rules often, so check the current docs before you build.

What the WhatsApp calling API actually does

There are two directions, and they work very differently.

For business-initiated calls, Meta's rule applies to the business phone number: its country code must be on the supported list. The customer's number can be from any country where Cloud API is available.

Call permissions: the part most people miss

You cannot cold-call anyone through the WhatsApp call API. A business-initiated call only goes through after the customer has said yes. Meta gives three routes to that yes:

Permission is either temporary (7 days from approval) or permanent (no expiry, revocable by the customer at any time). You can send at most 1 permission request per customer in 24 hours and 2 in 7 days. Once approved, you can make up to 100 connected calls per customer in 24 hours. Unanswered calls cost you: after 2 in a row the customer is prompted to reconsider, and after 4 in a row the permission is revoked automatically.

WhatsApp calling API pricing

All user-initiated calls are free. Business-initiated calls are billed by Meta on three things: call duration in six-second pulses (a 56-second call counts as 10 pulses), the country code of the number you call, and your monthly call volume tier, which resets each calendar month. The permission request itself is a message, so it is charged like any other message. Meta publishes per-country calling rates on its pricing page; check the current rate for the countries you call rather than relying on a figure from a blog. Requirements and how the audio connects

Audio runs one of three ways: Graph API plus webhooks with WebRTC media (the default), SIP signalling with WebRTC media, or SIP with SDES-encrypted media. That SIP option is what lets a contact centre or PBX pick up WhatsApp calls without writing WebRTC code.

The UAE question

This is where most articles stop being useful. WhatsApp voice and video calls are restricted in the UAE under the Telecommunications and Digital Government Regulatory Authority (TDRA) VoIP rules, and that is still the case as of 2026. WhatsApp messaging works normally. Calls between ordinary users on UAE networks generally do not connect.

Meta's calling documentation does not mention the UAE at all. The UAE is not on the list of countries excluded from business-initiated calling, so on paper a +971 business number qualifies. But Meta's list describes what its platform supports, not what UAE telecom operators let through. A call placed by the API still has to reach a customer's phone on a UAE mobile or home network, and the same restriction that blocks ordinary WhatsApp calls may block it.

The honest answer: whether WhatsApp Business calls to or from UAE users connect cannot be assumed. Nobody should promise you it works, including us. Test it with real UAE numbers on the networks your customers use before you build a sales or support process on it.

How to test it properly

  1. Enable calling on a test or sandbox number first, so you do not burn permission requests on real customers.
  2. Try both directions: a customer calling you, and you calling a customer who granted permission.
  3. Use several real UAE SIMs on different operators, on mobile data and on home Wi-Fi.
  4. Repeat with a customer number outside the UAE. If calls work abroad and fail at home, you have your answer for UAE customers.
  5. Test again after any change. A result from one month is not a guarantee for the next.

What UAE businesses should do instead

For a customer in the UAE, the useful parts of a WhatsApp conversation are the parts that already work: messages, voice notes, documents, catalogues and payment links. Build around those.

Run the conversation in messages first

Most calls exist because a question went unanswered. A front desk that replies in seconds, in Arabic or English, removes most of them. That is what WhatsApp automation in Dubai is for: answer, qualify, book, and hand over to a person when it matters.

Book the callback inside the chat

When a customer does need to talk, ask for a time in the chat with a list message or reply buttons, confirm it with a utility template, and have your team call at that time on a normal line. The customer picks the slot, nobody plays phone tag, and the whole thing is recorded in one thread.

Know which button you are adding

WhatsApp templates offer two different call buttons, and they are easy to confuse:

For UAE customers, the phone number button is the safe default. It uses a regular line and does not depend on WhatsApp calling at all.

Use licensed apps or normal lines for voice

Keep calling ready for customers abroad
