WhatsApp Business vs personal WhatsApp: which one a UAE business should use
Same green icon, three different products. Here is what separates normal WhatsApp, the free Business app and the Business API, with the UAE rules that apply to all three.
Short version. Personal WhatsApp is for people, and Meta's terms bar non-personal use. The free WhatsApp Business app adds a business profile, catalogue, quick replies, greeting and away messages, and labels, and you can move to it on the same number with your chat history. Move to the API when you need broadcasts beyond 256 saved contacts, more than five people on one number, delivery proof or real automation.
Three products, one green icon
People say "WhatsApp" as if it were one thing. For a business in the UAE there are three, and they behave very differently:
- WhatsApp (personal), called WhatsApp Messenger in Meta's help pages. Built for friends and family.
- WhatsApp Business app. A free app for small businesses, with a business profile and a handful of tools on top of normal chat.
- WhatsApp Business Platform, usually called the API. No app of its own. You reach it through a provider or your own software, and Meta charges per message.
The first two look almost identical on your phone. The real difference between WhatsApp and WhatsApp Business is what the customer sees on the other side, and what you are allowed to do.

WhatsApp Business vs normal WhatsApp: what actually changes
What the customer sees
On a personal account, your customer sees a name and a profile photo. That is it. On the Business app they see a business profile with your category, address, opening hours, email and website, and a catalogue they can browse without asking you for prices. In Dubai, where customers compare three shops in ten minutes, a price list that sits one tap away does real work.
What you get on your side
The Business app adds four tools that personal WhatsApp does not have:
- Quick replies: saved answers you send by typing "/" in a chat. Location, bank details, delivery times.
- Greeting message: sent automatically the first time someone writes, or after a long gap.
- Away message: sent outside your set hours, so a 1am enquiry gets something back.
- Labels: colour tags like "New order" or "Paid" to filter chats later.
What Meta allows
This part gets skipped. WhatsApp's standard Terms of Service prohibit "any non-personal use of our Services unless otherwise authorized by us", and list bulk messaging and auto-messaging as impermissible. Running a shop from a personal account is outside those terms. It usually works until customers report you, and then the account that holds every customer chat you have can be banned.
UAE specifics
Calls. WhatsApp voice and video calls remain restricted in the UAE under TDRA's VoIP rules as of 2026, on personal, Business app and API numbers alike. Switching apps does not change this. The work number on a personal account. A lot of UAE businesses run on a salesperson's personal WhatsApp: a mobile number printed on a trade licence, a flyer and a Bayut listing. It looks casual next to competitors with a catalogue, hours and an address. It has no labels, so follow-ups live in someone's memory. And when that salesperson leaves, the chats leave with the SIM.
Verification. Neither free app gives you a verified badge by default. Meta sells a Meta Verified subscription for the Business app in some countries, and the API has its own route to a verified business name. Both are covered in our guide to the WhatsApp green tick in the UAE.
Moving from personal to Business without losing chats
WhatsApp's Help Center confirms you can move a personal account to the Business app on the same number and bring your chat history and media with you. The short version:
- Back up your chats in personal WhatsApp first.
- Install WhatsApp Business and verify the same number.
- Accept the prompt to transfer your chat history.
- Fill in the business profile, add the catalogue, set quick replies and an away message.
One number can only be active in one app at a time. You can run personal WhatsApp and WhatsApp Business side by side on one phone, including a dual-SIM phone, as long as each uses a different number. Many owners keep their personal number on WhatsApp and put the shop number on the Business app. If you later change your mind, WhatsApp also documents moving back from Business to personal.

When the Business app stops being enough: the API test
The free app is the right answer for most small shops. Move to the Business Platform when one or more of these is true:
- You broadcast to more than a few hundred people. App broadcast lists cap at 256 contacts, and a message only reaches people who have saved your number. New leads from ads almost never have. The API sends approved templates to any opted-in contact, with limits that start at 250 business-initiated conversations a day and rise with your quality rating.
- More than five people answer one number. The app allows one phone plus four linked devices. A team of eight on one sales line needs a shared inbox with assignment, and that needs the API.
- You need proof. The API reports sent, delivered and read for every message. For COD confirmations, payment reminders or disputed promises, that record matters.
- You want automation that goes beyond an away message. Answering in Arabic and English, qualifying a lead, checking stock in Shopify, pushing the lead into a CRM. None of that runs on the app.

What the API costs you: Meta charges per template message. In the UAE, approximately AED 0.183 per marketing message and AED 0.058 per utility or authentication message, set by Meta.
