Twilio WhatsApp alternative for UAE businesses
Twilio is a strong developer platform. For a UAE business without engineers, its per-message fee, USD billing and build-it-yourself model add up in ways the rate card does not show.
Short version. Twilio charges $0.005 per WhatsApp message, inbound or outbound, on top of Meta's fees, billed in USD. At 20,000 UAE marketing sends plus 8,000 reply messages a month, the Twilio layer is about AED 514 before you build an inbox, write templates or run flows. It is the right pick if you have engineers and need SMS and voice worldwide. If you want WhatsApp run for you in AED with Meta fees at cost, a managed service fits better.
What Twilio actually is
Twilio is a communications platform for developers, a CPaaS. It gives you APIs for SMS, voice, email, WhatsApp and other channels, and you write the software that sits on top. There is no finished WhatsApp product waiting for your sales team when you sign up. There is an API key, documentation and a console.
For the right company that is exactly what you want. If you have engineers, you already send SMS or run voice in several countries, and you want every channel in one codebase, Twilio is a very good choice. The docs are strong, the APIs are stable, and you control every detail.
The question for most UAE businesses is different. You do not want to build a messaging product. You want customers answered on WhatsApp, broadcasts that get read, and a clear bill. That is where the fit gets weaker.
How Twilio WhatsApp pricing works
Twilio WhatsApp pricing has two layers. Twilio's pricing page states it plainly: the total is Twilio's per-message fee plus Meta's per-template fee, which Twilio passes through.
- Twilio's fee: $0.005 per message, inbound or outbound, at the time of writing. Messages that end in a Failed status are charged $0.001.
- Meta's fee: charged per delivered template, by category and country. For the UAE, approximate and set by Meta: marketing ~AED 0.183, utility ~AED 0.058, authentication ~AED 0.058. See our UAE WhatsApp rate card for the current table.
Two details matter. First, Twilio's fee applies to messages your customers send you, not only to messages you send. Meta does not charge for inbound messages. Twilio does. Second, from 1 October 2026 Meta starts charging for non-template messages sent inside the 24-hour window (~AED 0.058), so every reply your team sends will carry a Meta fee and a Twilio fee.
Billing is in US dollars for a UAE account. Twilio's help centre lists USD, GBP and JPY as signup currencies, with a few others on request. AED is not one of them, so your finance team pays in dollars and your bank adds its own conversion charge.
Worked example: 20,000 marketing sends a month
A retailer sends 20,000 marketing templates a month to opted-in contacts. Some people reply, and the team answers. Assume 4,000 customer messages come in and the team sends 4,000 replies. The exchange rate is 3.6725 AED per USD. Meta rates are approximate and set by Meta.

The Twilio layer is AED 514 a month, about 13% on top of Meta's charges in this example. It grows with conversation, not with sales. A campaign that gets more replies costs more in Twilio fees, even though replies are the point. Failed messages, bank FX charges and any paid support plan come on top.
AED 514 a month is not a fortune. The bigger cost is what the table does not show.

What you still have to build on Twilio
Twilio gives you the pipe. For a business that wants to run customer conversations, you still need:
- An inbox. Your team needs a shared screen to read and answer chats, assign them and hand over. On Twilio you build that, or buy Twilio Flex, its contact-centre product, which is priced per user on top of messaging.
- A CRM link. Tags, segments, opt-in records and sync to Shopify, HubSpot or Zoho are your code to write and maintain.
- Templates that pass review. Twilio's Content Template Builder lets you create templates, submit them to WhatsApp for approval and track status. It is a good tool. It does not write your Arabic copy, pick the right category or fix a rejection.
- Flows and follow-ups. Abandoned carts, COD confirmation, lead qualification and win-back sequences are logic you design, build and test.
- Someone to call. Twilio's free Developer support has no guaranteed response time. Paid plans start at the greater of $250 a month or 4% of spend, at the time of writing.
Twilio is also building an agent-focused Conversations layer that coordinates interactions across Voice, SMS, WhatsApp and chat. It is aimed at developers with an active Twilio implementation. It is infrastructure, not an inbox your team logs into on Monday morning.

When Twilio is the right call
- You have an in-house engineering team and want to own the whole stack.
- WhatsApp is one channel among many, and you already use Twilio for SMS, voice or verification across several countries.
- You are building a product where messaging is a feature, such as an app that sends OTPs or order updates at scale.
In those cases the per-message fee buys you reliability and control, and it is worth paying.
When a UAE business is better off elsewhere
- You have no developers, or they have better things to do than build an inbox.
- You need Arabic and English templates written, approved and kept inside Meta's rules.
- Your conversations are long. Sales chats and support threads multiply a per-message fee fast.
- Finance wants AED invoices and a bill it can predict.
